构建无障碍未来,不让任何一个人掉队

2019冠状病毒病给人类带来了前所未有的危机。这场疫情不仅仅是一次健康危机,更直击社会要害。残障人士作为社会中最容易被忽视的群体之一,在此次危机中所受影响尤为严重。

建立残障包容的疫情应对措施和恢复措施对于今后进一步推动实现2030年可持续发展议程“不让任何一个人掉队”的承诺至关重要。公共设施、服务和信息的无障碍获取和使用则是充分实现残障者权利和社会融合的先决条件。

我们设想一下,如果没有可供残障人士无障碍地获取和使用的公共卫生信息、建筑、交通、通信、技术和其他服务,他们又如何能够和其他人一样平等地采取必要措施、独立生活、安全隔离、获取医疗和公共服务呢?

新冠疫情再次提醒我们:促进无障碍环境建设不是一个选项,而是一种必须。

近年来,联合国教科文组织与联合国驻华机构一直致力于促进实现中国残障人士的平等权利和社会融合,包括联合国教科文组织牵头、多家联合国驻华机构共同实施的联合国促进残障者权利伙伴关系中国项目。通过信息和通信技术(ICT)促进残障者无障碍地获取信息和服务则是一个特别关注的焦点。

今天是五月的第三个星期四,我们又迎来了一年一度的全球无障碍宣传日。

这一宣传日最初由一位网页开发工程师和一位无障碍专业人士共同发起,自2012年启动以来,已经成为一个全球性的庆祝活动,鼓励每个人讨论、思考、了解数字获取和残障融合。

在今年的全球无障碍宣传日,信息无障碍产品联盟发起“无碍世界,有爱必达”主题倡导活动。联合国教科文组织驻华代表处作为该倡导活动的特别支持单位,在此呼吁每个人采取行动,为构建人人可及的无障碍环境贡献力量。

Make our future accessible, 

leave no one behind


COVID-19 has created a human crisis of unprecedented scale. It is not simply a health crisis – it is attacking societies at their core. As one of the most ignored groups in our society, persons with disabilities have been disproportionately impacted in this crisis. 

A disability-inclusive COVID-19 response and recovery is crucial for progress towards the achievement of the 2030 Agenda for Sustainable Development, which pledges to “leave no one behind.” Accessibility of facilities, services and information is a precondition for the full realization of the rights of persons with disabilities and their inclusion in society.

Imagine if public health information, buildings, transport, communication, technologies, and services are not made accessible for persons with disabilities, how could they be able to take necessary actions, live independently, quarantine safely, or access health and public services on an equal basis with others?

COVID-19 further highlights that the work on promoting the construction of a barrier-free environment is not an option, but an imperative. 

In the past few years, UNESCO, together with the UN system in China, has been committed to advancing equal rights and social inclusion of persons with disabilities in China, including through the UN Partnership on the Rights of Persons with Disabilities led by UNESCO and jointly implemented by multiple UN agencies in China. Promoting barrier-free access to information and services for persons with disabilities through Information and Communication Technologies (ICTs) is a particular focus.

Today, the world is celebrating the Global Accessibility Awareness Day, which takes place annually on the third Thursday of May.

Originally initiated by a web developer and an accessibility professional, since its launch in 2012, this awareness day has become a global celebration to encourage everyone to talk, think, and learn about digital access and inclusion of persons with disabilities.

On this year’s Global Accessibility Awareness Day, UNESCO, in support of the campaign “Love leads to an accessible world”, launched by the China Accessibility Product Alliance calls for everyone’s efforts to contribute towards building a barrier-free environment for all.
